It’s time for the Wind Industry to PROVE that they are reducing CO2, or Go Away!

Senator Chris Back: Wind Industry must prove its CO2 abatement claims

Chris Back

In our last post we tipped a bucket on the central, endlessly repeated lie trotted out by the wind industry and its parasites, that Australia’s great wind rush has resulted in substantial reductions of CO2 emissions in the electricity sector.

In Australia, the central object of the Renewable Energy (Electricity) Act 2000 is for “renewable” energy to “reduce emissions of greenhouse gases in the electricity sector” (see s3). The legislation provides that wind power outfits receive 1 Renewable Energy Certificate (REC) for each MWh dispatched to the grid. That relationship proceeded on the mammoth assumption that – for each MWh of wind power dispatched to the grid – there will be a 1 tonne reduction of CO2 emissions in the electricity sector.

Were the mandatory RET retained in its current form, Australian power consumers will see some $50 billion added to their powers bills and transferred to wind power outfits over the next 17 years (see our post here). With that amount at stake, it would be fair to assume that there was some measurable benefit attached – of the kind envisaged by the legislation (ie substantial reductions of CO2 emissions in the electricity sector) – to what will be the biggest wealth transfer in the history of the Commonwealth.

And, with that amount in play, it would also be reasonable to assume that our political betters had already satisfied themselves that the benefit in question is, in fact, being delivered – and that they are sitting on hard evidence quantifying that benefit – especially since the mandatory RET has been in operation for over 13 years.

A few starry-eyed, policy-pygmies seek comfort in a report by ACIL Allenthat’s been used to pump up wind industry CO2 abatement claims. But that document is nothing more than a desktop study, based on Alice in Wonderland assumptions that: uses irrelevant annual averages for wind power output; bases its conclusions about CO2 emissions intensity from conventional generators on assumed (not actual) thermal efficiencies; and, critically, ignores the actual figures from coal/gas fired generators – in particular, the actual coal/gas use data from conventional generators (which ACIL Allen never bothered to ask for) against which power output comparisons can be made to determine actual (not assumed) CO2 emissions intensity; and, therefore, whether wind power has, in fact, reduced CO2 emissions in the electricity sector.

At no point since that legislation took effect over 13 years ago has the wind industry provided any actual proof that it has in fact reduced CO2 emissions in the electricity sector. In what might come as a rude shock, none of our political representatives on the Federal stage has ever had the temerity to ask for any hard evidence to substantiate the wind industry’s mantra; and have seemed content to oversee the wholesale punishment of power consumers on nothing more than blind faith.

Until now.

Chris Back is a Liberal Senator from Western Australia – and he gets it (see our posts here and here and here).

Chris has thrown down the gauntlet, challenging the wind industry to stump up concrete proof to back its wild claims about reducing CO2 emissions in the electricity sector. Here’s a speech Chris delivered in the Senate last Wednesday.

THE SENATE
PROOF
MATTERS OF PUBLIC INTEREST
Renewable Energy Target
SPEECH
Wednesday, 3 September 2014

Senator BACK (Western Australia) (13:36):

I wish to discuss the renewable energy target review and its report, now that it has actually been handed to the government by the independent panel, chaired by Mr Dick Warburton. I want to make some comments about the review itself.

The first point I want to put to bed is around some allegations that have been bandied about in this place during the week to do with the apparent incompetence of the panellists to review the RET.

I just want to point out that, in addition to Mr Warburton, the other panellists include the eminent Mr Brian Fisher AO PSM, a previous executive director of the Australian Bureau of Agricultural and Resource Economics and Sciences. He is a renowned economist.

Another panellist is Ms Shirley Int’t Veld. As a Western Australian, she was the managing director of Verve Energy in WA from 2007 to 2012. Verve was the energy instrumentality that used more renewable energy sources than any other in Western Australia, so I do not know how she could not be regarded as credible.

The other panellist is Mr Matt Zema, managing director of the Australian Energy Market Operator. So I want to dispel the myth that this group was not competent to undertake the work.

For those who might be interested, I will review what the RET is all about. The RET is a government intervention designed to mandate the proportion of electricity generated from selected sources. It is designed to support a policy of at least 20 per cent of Australia’s energy coming from renewable sources by 2020; as such, the policy taxes electricity users and, in some cases, non-renewable generators.

How does it work?

The renewable energy certificate market emerges from the energy targets. Renewable energy certificates, or RECs, are issued to power station generators classified as renewable under the act. They are a form of energy currency as electricity retailers must purchase the RECs to cover their liability. Costs are passed on to consumers through purchase of mandatory certificates by electricity retailers. That, of course, is where it becomes a tax on energy consumers.

The first point I make about the target is that the objectives of the act have not been met, principally because there has not been to any extent a reduction of greenhouse gases in the time the target has been in place.

The second point is that whatever achievements the renewable energy sector has made have largely come from hydroelectricity. Hydroelectricity, as we all know, was around for a long time before the renewable energy target was formed. Having lived and worked in Tasmania and having even had to declare an interest because a company of which I was the managing director actually supplied lubricants and fuels to the hydroelectricity scheme in Tasmania, I place on record that it is a wonderful scheme.

Senator Singh interjecting –

Senator BACK: I want to place on record that I, for one, want to make sure that – whatever outcome is eventually decided by government – the hydroelectricity scheme is enhanced, protected and encouraged independent of the RET system, because it preceded RETs by so many years, as Senator Singh herself indeed knows.

At the time it was suggested that to achieve a 20 per cent contribution of renewable energy by 2020 would require some 41 gigawatt hours to be generated by renewable sources. We know that two things have happened. First of all, there has been a drop in demand –

Senator Singh: Mr Acting Deputy President, I rise on a point of order. I offer a correction to Senator Back; it is 41,000 gigawatt hours, not 41 gigawatt hours.

The ACTING DEPUTY PRESIDENT (Senator Seselja): Order! Senator Singh, there is no point of order.

Senator BACK: Senator Singh’s contribution is quite right, for which I thank her. It is 41,000 gigawatt hours. I will check the Hansard to see what I did say.

Indeed, as a result of a reduction in demand, we now realise that to achieve that 20 per cent target the figure is probably closer to 23,000 gigawatt hours. I do appreciate Senator Singh’s keen attention in listening to my contribution. That is the background of the RET.

The RET comes under two broad categories: the small-scale renewable energy target and large-scale renewable energy targets.

The small renewable targets, which are probably 10 per cent or less, are mainly to do with photovoltaics and solar hot water systems. In relation to the small-scale RETs, the recommendation of the panel is that there is probably little if any need for further support at this time. This is because power charges have gone up – somewhat because of the carbon tax, which has now been repealed through the excellent work of Senator Cormann and others – and costs in the solar sector have come down considerably.

Nevertheless, power charges have gone up while the costs of putting photovoltaics on roofs have come down. It is arguable that photovoltaics are now cost neutral. I was the chief executive of an organisation that introduced seven or eight different forms of solar energy many years ago on an island that I had the pleasure of being responsible for and I am a great supporter of solar energy. If indeed there needs to be some continued support for a limited period of time then I would not violently object to that. However, market forces have applied and the costs of photovoltaic installations have come down while electricity charges have come up, and I hope that we are now at the point of cost-neutrality. The panel has said that we are probably already at that point and that, if we are not there currently, we will probably be there reasonably soon.

I want to move to the issue of the large-scale renewable energy targets.

I have spoken in this place before of how concerned I am with regard to the wind energy sector. This report and others support the fact that there is an enormous amount of misinformation out there in the wider community about the large-scale RETs, particularly those relating to the wind industry.

The industry have employed very effective tricks to – I believe – mislead the public into believing that paying them billions of dollars in subsidies will lower power prices. Of course, it will not; there is no evidence to say that it will. The reason that the public is not outraged about this, as I said earlier, is that the public do not pay this money in taxes; rather, they pay it as part of their energy consumption. The modelling has shown that it is possible that some $37 billion over the next 15 years – or $2.5 billion per year – may be wasted on wind farms. Again, because the costs are concealed, they will not be picked up.

Comment was made that currently the RET is responsible for only around four per cent of household electricity bills. I have to say to you that other evidence refutes that. I will quote this document from AGL Energy and then seek the authorisation of the chamber to table it. I have passed the document to others in the chamber seeking authorisation.

The interesting point in the document is that AGL estimate that, in their commitment to buy 1.3 terawatt hours per year through the various wind associated organisations, it will cost them some $32 per megawatt hour above the 2015 wholesale market. They say that as a headline figure that will cost them some $40 million a year more for electricity than would have been the case without the wind strategy in place. I seek leave to table the document.

Leave granted.

Senator BACK: We are seeing the possibility that the estimated cost of the REC scheme could add some $50 billion to power bills over the next 17 years, with some 600 million renewable energy certificates being issued at a unit cost of about $90. So, in other words, we are looking at having $50 billion added to consumers’ power bills, transferred to wind-power companies. I think this is unacceptable.

I know that Senator Polley wishes to follow me and I am anxious to make sure that she is given adequate time to do so, but first I would like to comment on emissions reductions, because I think this is important.

The arguments regarding the long-term effect of the RET on price are fundamentally flawed, simply because the energy generated by wind farms does not reduce greenhouse gas emissions in the electricity sector.

I challenge the wind energy sector to produce the evidence relied upon to assert that wind power has reduced GHG emissions in the electricity sector.

Wind power is delivered intermittently, on repeated occasions not at all, meaning of course that the entire installed capacity from wind power has to be matched with equal capacity of fossil fuel generation. I challenge that industry to produce evidence to this chamber to say that what I am indicating is not correct.

Once awareness of the existence of the RET, let alone the magnitude of its cost impact, becomes more widespread in the public arena, support for it will evaporate. Renewable energy is not free. It is high cost compared to alternative forms of generation. It is not commercially viable without large subsidies, which ultimately come out of the consumer’s pocket.

Dr Christopher Back
Liberal Senator for Western Australia
MEDIA RELEASE
3 September 2014

Can the wind industry meet my Emissions Reductions Challenge?

In the Senate today, Senator Back said that the RET acts as a tax on energy consumers and conventional energy suppliers to fund a subsidy to selected renewable energy generators.

“But – and this is the big issue that the Coalition Government is now addressing – after 13 years of operation it has become clear that the objectives of the Act have not been reflected in the outcomes. While the investment in renewable energy sources has increased, from a carbon abatement perspective, the Act has been all but totally ineffective in its objective to reduce greenhouse gas emissions in the electricity sector.”

Arguments regarding the long-term effects of the RET on price are fundamentally flawed. This is because energy generated by wind farms does not reduce greenhouse gas emissions in the electricity sector. In fact, there is some evidence that the addition of wind energy onto the grid actually increases carbon emissions. This is the great tragedy of the scheme.

“My challenge to the wind industry is to produce the evidence relied upon to assert that wind power has reduced greenhouse gas emissions in the electricity sector at all. Wind power is delivered intermittently and, on repeated occasions, not at all, which means that an entire installed capacity from wind power has to be matched with an equal capacity of fossil fuel generation at all times.”

Grid managers are required to keep fossil fuel generating plants constantly running in the background to maintain balance within the grid in order to account for dramatic fluctuations in wind power output which occur on a minute by minute basis and base-load generators are required to maintain spinning reserve for occasions when wind power output collapses as it does on a routine but unpredictable basis. The requirement to maintain spinning reserve means that base-load generators are burning coal and gas at a constant rate even though no power is being dispatched to the grid.

“The case to abolish the RET is driven by its cost to electricity consumers compared to the corresponding reduction (or lack of reduction) in greenhouse gas emissions achieved through its 13 year lifespan. This cost comparison, extending the RET tax to 2031 for no measurable reduction in greenhouse gas emissions in the electricity sector is completely futile. It becomes a drag on the Australian economy and an insidious impost on every electricity consumer in the nation – large and small businesses, families and individuals.”

The wind industry is trumpeting two issues in the media: one is that wind is dropping the wholesale price of electricity; and the second is that the RET will cause the retail price of electricity to fall. Put simply, if wind is causing the wholesale price of electricity to fall, then the renewables industry no longer requires the billions of dollars in subsidy it receives through the large-scale RET scheme, as renewable energy is therefore cost competitive in the market.

In reality, the RET is causing electricity prices to rise significantly as it is the Power Purchase Agreement (PPA) that is and always has been the fundamental relationship between the power generator and the retailer.

These PPAs lock in prices of up to $120/MWh compared to the average wholesale price of between $30-$40/MWh. The price set by the PPA is paid by the retailer irrespective of the wholesale price. This PPA price is passed on to retail customers along with the retail margin over the life of the PPA which is usually 15 and up to 25 years. I have tabled a confidential document showing proof of this in the Senate chamber today to ensure transparency for the Australian public.

It is a legislated requirement that 600 million RECs will be issued between now and 2031, adding a cost of at least $50 billion to power bills over the next 17 years. This represents a significant wealth transfer to wind power companies from Australian power consumers and achieves no measurable benefit to the environment.

The RET scheme was never intended to act as an unchecked subsidy. “Once awareness of the existence of the RET, let alone the magnitude of its cost impact, becomes more widespread, public support for the scheme will evaporate. Renewable energy is not free; it is high cost compared to alternative forms of generation and commercially unviable without large subsidies. What people need to understand is that they pay these costs in their electricity bills and not through their taxes. It hurts everyone.”

Limits on energy production in the West enabled conflicts in the Ukraine and the Middle East

Global warming policies abet terrorism and global insecurity. If Western governments weren’t spooked by global warming, ISIS would be less of a threat to the West, the Middle East would be less of a cauldron of hate, Europe wouldn’t be held hostage by Russia and China wouldn’t be threatening its neighbours over islands in the South and East China Seas.

Over the last two decades, global warming activists succeeded in slowing the development of the oil sands, blocking major pipelines like Keystone XL, phasing out coal plants and banning shale gas and oil projects. Without their activism, the Western world would have years ago not only become self-sufficient in fossil fuels, it would have become an exporter. Even with the roadblocks, the U.S. managed a miraculous transformation — once the world’s largest energy importer, it is now becoming a major exporter. Only Europe among the Western continents remains subject to dictates from energy exporters, most of them from unsavoury and hostile areas such as the Middle East, Russia and Venezuela.

Had the West earlier become a major energy exporter, these hostile economies would have lost their chief markets and the bulk of their revenues, particularly since prices would also have collapsed in a world awash in energy. Russia, for example, relies on energy for 30% of its GDP, Venezuela for 33%, some Middle East countries for more than 50%. Their economies would have retrenched, unable to finance social services at home let alone military adventures abroad. Their regimes would have focused on self-preservation rather than spreading ideologies abroad.

Funders of Islamic terrorism would have been strapped for cash

In a world of low-cost, plentiful energy, ISIS could never have emerged as a major threat. This ultimate-Islamic-terror group largely relies on generous grants from energy-exporters like Qatar, a Muslim Brotherhood-friendly emirate, and on sales from its own oil fields, captured in battle. Without global warming dogma, neither of these revenue sources would have taken ISIS far.

Likewise Iran, Qatar’s rival for the title of No. 1 funder of Islamic terrorism, would have been strapped for cash. It would have been unable to bankroll such notables in the region’s terrorist gallery as Hamas and Islamic Jihad in Gaza, Hezbollah in Lebanon and Assad in Syria, not to mention their terror cells in the West.

Russia would also have been sapped of strength and unable to threaten its neighbours, much as occurred in the 1980s, when the USSR’s failed economy led to its breakup and the release from its grasp of Ukraine and the rest of eastern Europe. The potent Putin we created would instead have been Putin the Impotent.

China, too, would have been less belligerent with its neighbours. Its territorial disputes with Japan, Taiwan, the Philippines, Malaysia, and Vietnam often focus on barren islands — sometimes mere outcroppings — in the East and South China Seas. Their value lies mostly in the prospect that oil and gas will be found in their offshore waters. That value would greatly diminish, along with the logic of going to war for them, if energy became cheap and plentiful.

Ironically, the environmentalists who pushed global warming policies on the West thought they would be enhancing global security. Wars — particularly those in the Middle East — stemmed from the West’s desire for oil, they argued. By getting the West off oil and onto CO2-free renewables, the West would lose its lust for the Middle East’s energy resources, ushering in a new era of peace.

They were half right — it did make sense to rid the West of dependence on Middle East energy. And half wrong — the alternative to oil and gas from the Middle East was not renewable energy but oil and gas from Western countries. And they were entirely misguided — contrary to their claims, the planet has not warmed in almost 20 years now.

Today, most Western governments are reining in their global warming policies, slashing their ruinously expensive subsidies to renewables and aggressively developing fossil fuels. All that the global warming scare accomplished was to make people pay with their pocketbooks — tens of millions of Europeans now suffer “fuel poverty,” the household term in Europe for those who now can’t afford to pay their power bills — and to increase wars, terrorism and global insecurity.

The Consequences of Faux-green Renewable Energy, on Nature, in Germany!

How The Green Energy Transition Is Destroying Germany’s Nature

 Date: 28/08/14

  • Fritz Vahrenholt, Die Welt

Germany’s climate and energy policy is the main threat to bio-diversity. Politicians, however, have closed their eyes from the destructive effects of the rampant expansion of renewable energy.

Dankwart Guratzsch has convincingly described the destruction of the environment by the energy transition in these pages. The mayor of Tübingen, Boris Palmer (Green Party), responded in an article, saying: “Everything is not so bad. The impact of wind farms on nature is almost zero … The only relevant negative aspect of wind power is the optical … Many wind farms attract visitors, who do not find repulsive.”

What a devastating form of denial by the Green mayor. But he shares the fatal disregard for the destruction of nature with many greens who – helped by the WWF and Greenpeace – open up forests and premium areas of natural beauty for businesses and belittle the intrusion by wind turbines into nature.

More and more citizens are beginning to realise how the green energy transition is at odds with nature conservation and environmental protection in Germany. A grassroot protest movement has started with thousands of local citizens’ initiatives, barely connected with each other, who are against the planting of biofuels far and wide and which is destroying biodiversity, against the threats to indigenous birds by wind turbines built in forests, and against the devastation of unique cultural and landscape areas by photovoltaic excesses.

A biodiversity disaster

Of Germany’s 115 most common bird species, 51 have declined significantly in the last 20 years. The head of the biosphere reserve in Schorfheide, Martin Flade, speaks of a “biodiversity disaster” which is due to “the hectic climate, energy and agricultural policy: In the corn farmland birds have no chance – the field processing falls in the breeding season, and later they hardly find any insects to eat in these mono-cultures. Of the 30 most common species, there are just four that could hold their numbers, all the rest are declining since at least since 2007.”

The Lesser Spotted Eagle, also called Pomerania Eagle, became extinct in Saxony-Anhalt last year. Only 108 breeding pairs remain in Germany. It finds less and less food in the declining grassland and open meadow. The distances between breeding sites and food areas are getting longer and are also increasingly endangered by wind turbines.

Notably countries with Green Party ministers (North Rhine-Westphalia, Rhineland-Palatinate, Baden-Wurttemberg, Brandenburg and Hessen) have approved regulations which open the use of forests for wind turbines. To place a wind farm every 500 meters in the forest, six meter wide open lanes have to be cut through the forest in order to transport the 100-ton turbines and to maintain them later. Around each turbine, a five-acre open area must be created to lift the blades by giant cranes.

Wind farms in pristine forests

What a wind farm forest looks like can now be seen in many parts of Germany – for instance around Soonwaldsteig, a part of the Hunsrück, one of the last great, largely untouched forest areas in Rhineland-Palatinate with high biodiversity and the presence of numerous highly endangered species. There, the project developer Juwi has erected eight wind turbines in the middle of a forest – despite public protests – and then sold the park to an Austrian energy supplier. Faced with the images of demonstrating citizens, the Green minister Evelin Lemke could only come up with: “Without climate protection, there will be no more biodiversity here.”

But a policy that overestimates the dangers of climate change and that subordinates all other policy objectives, including nature conservation, whatever the cost, generates resistance. The Soonwaldsteig has become a nationwide focal point of citizens’ initiatives against the use of wind power in sensitive areas.

Today, 200,000 dead bats are found under wind turbines annually. The clever animals locate the rotors, fly through them and in the lee behind the turbines, where the air pressure decreases sharply, the bats’ lungs burst. Particularly affected are the noctule, the Serotine, the Small Noctule or the parti-colored bat. The female bat only gives birth to one or two young per year, thus these useful insectivores are endangered by a further uncontrolled construction of new wind turbines.

The red kite is acutely threatened

Following the review of the German Council for Bird Preservation (DRV) and the umbrella organization of German Avifaunists (DDA, 2012), the Red Kite is also in particular danger. After an investigation by the State Ornithological Institute of Brandenburg, the Red Kite is no longer safe in this state with its 3,200 wind turbines. About 300 Red Kites are killed annually in Brandenburg alone by wind turbines.

The decline of the red kites since 2005 in West Germany is striking, as Klaus Richarz, former head of the State Ornithological Institutes for Hesse, Rhineland-Palatinate and Saarland, has warned. For him too, windmills built in the habitats of kites are fatal for the birds. The protection of the Red Kite is of special obligation for Germany, because a large percentage of the global population of the birds live in Germany. If you like, it is the real national bird of Germany.

In his hard-hitting article “From the energy transition to biodiversity disaster” Martin Flade, the recognized bird expert, describes climate protection and energy policy as a “major threat to biological diversity”. He concludes: “Overall, you have to draw the bitter conclusion that effects of climate change on biodiversity are hardly detectable; the effects of climate and energy policies, however, are dramatic.”

The problem with intermittent wind turbines

Tübingen’s mayor Boris Palmer demands: “We need to double the number of currently 25,000 wind turbines in order to supply Germany.” What a mistake!

Even 50,000 wind turbines only lead to massive surpluses if the wind blows. Wind turbines have on average around 2,500 full load hours per year, but the year has 8,760 hours. In times of no wind, no electricity is generated, even if one multiplies the number of facilities. Zero times x is zero. The intermittency of renewable energy such as wind and solar require either backup fossil power plants or energy storage capacities.

Storage technologies can only do this tasks with excessive costs. Without fossil power plants to balance the intermittency of renewable energy there will be no guaranteed power supply in Germany, with fatal consequences for the competitiveness of German industry and the manufacturing industry.

It should also be known to the Greens that the expansion of renewable energy due to Germany’s Renewable Energy Law is completely ineffective in terms of CO2 emissions in Europe. The CO2 emissions in Europe are determined solely by the capping of the emissions trading scheme. New wind and solar power, in fact, set more emission allowances free.

These certificates float through the stock exchanges to coal power plants in other EU countries where they allow further increase in CO2 emissions which amount to the same level as the reductions in Germany. Besides additional costs for citizens and the devastation of nature, any expansion of renewable energy will not achieve a single ton of CO2 reduction.

Assumptions of climate policy are flawed

Fossil fuel power plants are not an alternative for Boris Palmer and the Greens because they cause climate change, claiming that “some nature reserves, but also some urban areas cannot be saved from rising sea levels, drought and floods and devastating storms”.

But there are growing signs that the assumptions used for German and European climate policy are flawed. Surprisingly, no global temperature increase has occurred for about 15 years. However, computer models used by climate scientists had predicted a temperature rise of 0.2 degrees Celsius per decade.

In early 2013, 17 renowned climate scientists came to the conclusion that the climate sensitivity of greenhouse gases should be significantly reduced. Hans von Storch, researcher from the Helmholtz Centre in Geesthacht, admits: “First option: global warming is weaker because the greenhouse gases, especially CO2, have a lower impact than assumed. That does not mean that there is no man-made greenhouse effect, only that our influence on the climate system would not be as strong as expected. The other possibility: In our simulations we have underestimated how much the climate varies due to natural causes “.

In fact, there are good reasons for the global warming pause. Solar activity has reached a maximum in the second half of the last century. But since the last eleven-year solar cycle, solar activity has decreased dramatically, the solar maximum exited very quickly. The current solar cycle 24 is the weakest in 200 years.

Ocean currents shift into cold phase

Another crucial error by the Intergovernmental Panel on Climate Change was its failure to take into account the 60-year-old oceanic-atmospheric cycle of the Pacific Decadal Oscillation (PDO) and the Atlantic Multidecadal Oscillation (AMO). The ocean currents change in 30-year intervals between warm and cold phases. They are now moving into a cold phase in which they will remain until 2035. The natural temperature rise in the past was also blamed on CO2, and so scientists got the wrong predictions.

Yes, CO2 is a greenhouse gas; it causes a warming of about 1.1 degrees Celsius per doubling of its concentration. But catastrophic global warming of three to six degrees Celsius this century, which justifies energy policies that threaten the existence of local wildlife, is not to be feared.

The sacrifice of German forests may do for wind energy what the battle against the Whyl nuclear power plant was for Germany’s nuclear energy. None of the political parties represented in the German parliament intends to end this attack on the environment. However, the Green Party would feel the impact most if the growing protest movement against the destruction of nature were to raise this threat onto the political agenda.

Renewable Energy Targets Force Consumers to Use Inefficient, Unreliable, Overpriced Products!

The crazy world of Renewable Energy Targets

Nothing makes sense about Renewable Energy Targets, except at a “Bumper-Sticker” level. Today the AFR front page suggests* the federal government is shifting to remove the scheme (by closing it to new entrants) rather than just scaling it back. It can’t come a day too soon. Right now, the Greens who care about CO2 emissions should be cheering too. The scheme was designed to promote an  industry, not to cut CO2.

UPDATE: Mathias Cormann later says “that the government’s position was to “keep the renewable energy target in place” SMH.  Mixed messages indeed.

We’ve been sold the idea that if we subsidize “renewable” energy (which produces less CO2) we’d get a world with lower CO2 emissions. But it ain’t so. The fake “free” market in renewables does not remotely achieve what it was advertised to do — the perverse incentives make the RET good for increasing “renewables” but bad for reducing CO2, and, worse, the more wind power you have, the less CO2 you save. Coal fired electricity is so cheap that doing anything other than making it more efficient is a wildly expensive and inefficient way to reduce CO2. But the Greens hate coal more than they want to reduce carbon dioxide. The dilemma!

The RET scheme in Australian pays a subsidy to wind farms and solar installations. Below, Tom Quirk shows that this is effectively a carbon tax (but a lousy one), and it shifts supply — perversely taxing brown coal at $27/ton, black coal at $40/ton and gas at up to $100/ton. Because it’s applied to renewables rather than CO2 directly, it’s effectively a higher tax rate for the non-renewable but lower CO2 emitters.

Calculating the true cost of electricity is fiendishly difficult. “Levelized costs” is the simple idea that we can add up the entire lifecycle cost of each energy type, but it’s almost impossible to calculate meaningful numbers. Because wind power is fickle, yet electricity demand is most definitely not, the real cost of wind power is not just the construction, maintenance and final disposal, but also the cost of having a gas back-up or expensive battery (give-us-your-gold) storage. It’s just inefficient every which way. Coal and nuclear stations are cheaper when run constantly rather than in a stop-start fashion (just like your car is). So the cost of renewables also includes the cost of shifting these “base load” suppliers from efficient to inefficient use — and in the case of coal it means producing more CO2 for the same megawatts. South Australia is the most renewable-dependent state in mainland Australia, and it’s a basketcase (look at the cost stack below). Real costs only come with modeling, and we all know how difficult that is.

If the aim is really the research and development of renewables (and not “low CO2″) then I’ve long said that we should pay for the research and development directly, not pay companies to put up inefficient and fairly useless versions in the hope that companies might earn enough to pay for the research out of the profits. Tom Quirk points out that it’s all frightfully perverse again, because most innovations come from industry, not government funded research, but in Australia we hardly have any industry making parts used in power generation — we don’t have the teams of electrical engineers working on the problem anymore. I suppose the theory is that Chinese companies will profit from solar panels and do the R&D for us (keeping “our” patents too)? It would be cheaper just to gift them the money direct wouldn’t it — rather than pay an industry to produce and install a product that no one would buy, which doesn’t work, and hope that the “profits” translate into discoveries that will produce royalties and jobs for people overseas. I’m sure Chinese workers and entrepreneurs will be grateful. Yay.

Meanwhile, Green fans have suddenly discovered the idea of sovereign risk (where were they while the Rudd-Gillard team blitzed Australia’s reputation for stable, predictable policy?). According to the AFR, the government is scornful (and rightly so):

The government source said the market was oversupplied with energy and there was no longer any cause for a mandated use of any specific type of power. The source said while there would be investment losses if the RET was abolished, or even scaled back, investors “would have to have been blind to know this wasn’t coming’’.

On Catalaxy files, Judith Sloan mocks the Fin for pushing a press release from a rent-seeking firm, and guesses the Abbott government will be too “gutless” to ditch this economic and environmental dog of a policy.

Faux-green Climate Alarmists are Harming our Planet! Don’t Believe Their Lies!

image003 (640x640)
That old canard that “97% of scientists support Anthropogenic Global Warming (AGW)” is cropping up again in social media, parroted cheerfully without critical analysis, so I’ve been drawing attention to my rebuttal on the subject.  This was based on Lord Monckton’s painstaking analysis of the original study on which the 97% claim is based.  It seems that those who produced the 97% figure cheerfully assumed that any paper that failed to deny AGW outright was supporting it.  Far from 97% backing the theory, Monckton showed that less than 3% of the papers cited specifically endorsed it.

Yet the 97% claim keeps coming up, just like the “3½ million jobs at risk if we leave the EU” claim, which is equally fraudulent.

Of course the Warmists are in disarray because all their climate models predicted rising global temperatures based on increasing levels of atmospheric CO2, yet for seventeen years there’s been no further warming.  Here we have the classic scientific method: make a hypothesis (AGW); make predictions based on the hypothesis (the computer models); then test the predictions against the real world.  We’ve done that, and the predictions have failed.  Therefore we have to reject the hypothesis.

Rather than reject their cherished mythology, however, they’ve chosen to come up with ingenious ad hoc explanations of why the models appear to be wrong.  Lord Lawson’sGlobal Warming Policy Foundation has been keeping tabs on these explanations (or as some would describe them, “Just So Stories”) and has counted over 30 so far.

The latest idea is that the world is indeed getting hotter, but because of the circulation of ocean currents, the extra heat is hiding away in the deep oceans, and will come out again in a couple of decades to bite our ankles.  You have been warned.  The Warmists don’t seem to have realised that if you need to introduce a new and previously unknown concept to explain the failure of your original models, you are simply admitting that the models themselves were wrong, wrong, wrong.  The need for major post-facto tweaks is an admission of failure.  At the very least, they are admitting that the climate system is far more complicated, and the future trajectory of climate far less certain, than they would have had us believe.  Yet they still want us to mortgage our children and bankrupt our grandchildren on the strength of their predictions.

Of course no one disputes that CO2 is a greenhouse gas — if we had none, the world would be frozen.  But its effect is governed by a negative logarithmic relationship — a law of diminishing returns.  From where we are now, further increases have little effect, and anyway man-made emissions are small compared to the natural CO2 cycle (wait for the next Icelandic volcano!).

The IPCC gets its alarmist results by assuming an exaggerated climate sensitivity to CO2.  It justifies this by postulating “positive feedbacks”.  But these feedbacks are neither proven nor demonstrated, and many scientists point to negative feedbacks (greater cloud formation and higher albedo, for example) and believe that the balance of feedback effects could be negative.

In any case CO2 is just a single factor amongst many that influence a highly complex climate system that is poorly understood (witness the Warmist need it invent Just So Stories when their predictions fail).  Clearly the largest influence on terrestrial climate is the Sun, and well-established, long-term climate cycles are clearly driven by the Sun and other astronomical factors.

The slight warming since the late 18th Century is entirely consistent with the long-term cyclical pattern (like the Mediæval Warm Period and the Roman Optimum).  And the historical record clearly shows that CO2 level changes come after temperature changes (since temperature drives the CO2 balance between oceans and atmosphere).  The slight recent warming predates the industrial revolution, and the current increase in CO2 is therefore likely the result, not the cause, of the warming.

So let’s stop panicking, and start worrying instead about the damage which “green” policies are doing to our economy.

Ever more desperate to get someone other than socialist journalists and bureaucrats to take the collapsing global warming hoax seriously, academics who make their living on it have resorted to releasing photographs of themselves wearing doleful expressions as they contemplate the hurt allegedly being inflicted on the earth by the highly beneficial CO2 that is produced by literally all human activity. The following is not a joke:

Photographer Nick Bowers, Art Director Celine Faledam and Copy Writer Rachel Guest have teamed up to bring attention to the issue of climate change in a completely novel and frankly terrifying way with their portrait/interview projectScared Scientists. …

Bowers takes moody, dark, black-and-white portraits of the scientists and those portraits are then put up on the Scares [sic] Scientists websitealongside a short interview with each of these climate experts — an interview headlined by their credentials and their greatest climate change fear.

Prominent among the woeful warmists on display is Tim Flannery:

Readers may remember Flannery as the malevolent lunatic who called for fighting the nonexistent global warming menace by filling the sky with sulfur. Linking global warming to adecline in circumcision may be his most noteworthy scientific achievement.

Flannery was rattled by ClimateGate, which caused the wheels to start coming off the global warming hoax by proving that “scientific” research on the topic consists largely not just of extremely bad, politicized science, but of deliberate lies.

The triumph in his home country of Tony Abbott, who rose to Prime Minister largely on his promise to undo the damage to the economy inflicted by global warming zealots, must have hit Flannery even harder. No wonder he looks so blue.

Global warming propagandists who can foresee the end of the line for the government grant gravy train don’t just express their sadness with forlorn expressions. They also write sad notes:

Australian National University student Joe Duggan contacted scientists and asked them to write the letters about how they felt about climate change.

“What follows are the words of real scientists. Researchers that understand climate change,” states the Is This How You Feel website, where Duggan is publishing the letters.

This one from “climate change ecologist” Anthony Richardson of the University of Queensland tugs on the heartstrings when you consider the angst he must be enduring:

Not to mention that he is fretful about people figuring out that climate change ecologists are about as useful as ice cubes in the arctic, and distraught about the possibility of having to find constructive employment.

A Single Meteorologist Explains What $165 Billion In Government-Funded Climate Science Couldn’t

Large scale oceanic oscillations responsible for most of the post 1980 “warming”

By Joe Bastardi

I think global warming is a misnomer.

There is a distortion of the temperature pattern on the globe, brought about by the natural cyclical warming events of the warm PDO and warm AMO together. I spoke about this at Heartland a couple of years ago – how the sea ice increase in the south and the decrease in the north were the hidden message that here is no “warming” just a distortion.

http://notrickszone.com/2014/08/24/a-single-meteorologist-explains-what-165-billion-in-government-funded-climate-science-couldnt/

A combination of human identified patterns forming a greater pattern, no surprise.

I’ve been watching the north/south change for a long time, making a coherent whole of this from data eluded me, in part from the unreliable nature of older data.

Quite what Talkshop opinion will make of it given various views will I hope be good reading.

Embarrassing Predictions Haunt the Global-Warming Industry

It is often said that non-scientists must rely on “expert opinion” to determine whether claims on alleged “catastrophic man-made global warming” are true. Putting aside the fact that there is no global-warming “consensus” among experts, one does not have to be a scientist, or even proficient in science, to be able to review past predictions, and then form an informed opinion regarding the accuracy of those predictions.

Suppose, for example, you regularly watch a local TV weatherman forecast the weather for your area. Would you need a degree in meteorology in order to decide for yourself how reliable, or unreliable, the weatherman’s forecasts are?

Warnings have been issued for many decades now regarding catastrophic climate change that forecasted certain trends or occurrences that we should already have witnessed. Yet such predictions have turned out to be very, very wrong. This was certainly the case with the alarmist predictions of the 1960s and ’70s that man’s activities on Earth were causing a catastrophic cooling trend that would bring on another ice age. And it is also the case with the more recent claims about catastrophic global warming.

What follows is a very brief review of these predictions compared to what actually happened.

Global Cooling?

Americans who lived through the 1960s and ’70s may remember the dire global-cooling predictions that were hyped and given great credibility by Newsweek, Time, Life, National Geographic, and numerous other mainstream media outlets. According to the man-made global-cooling theories of the time, billions of people should be dead by now owing to cooling-linked crop failures and starvation.

“If present trends continue, the world will be about four degrees colder for the global mean temperature in 1990, but 11 degrees colder by the year 2000,” claimed ecology professor Kenneth E.F. Watt at the University of California in 1970. “This is about twice what it would take to put us in an ice age.” Of course, 2000 came and went, and the world did not get 11 degrees colder. No ice age arrived, either.

In 1971, another global-cooling alarmist, Stanford University professor Paul Ehrlich, who is perhaps best known for his 1968 bookThe Population Bomb, made similarly wild forecasts for the end of the millennium in a speech at the British Institute for Biology. “By the year 2000 the United Kingdom will be simply a small group of impoverished islands, inhabited by some 70 million hungry people,” he claimed. “If I were a gambler, I would take even money that England will not exist in the year 2000 and give ten to one that the life of the average Briton would be of distinctly lower quality than it is today.” Of course, England still exists, and its population was doing much better in 2000 than when Ehrlich made his kooky claims. But long before 2000, Ehrlich had abandoned global-cooling alarmism in favor of warning that the Earth faced catastrophic global warming. Now he is warning that humans may soon be forced to resort to cannibalism.

To combat the alleged man-made cooling, “experts” suggested all sorts of grandiose schemes, including some that in retrospect appear almost too comical to be real. “Climatologists are pessimistic that political leaders will take any positive action to compensate for the climate change, or even to allay its effects,” reported Newsweek in its 1975 article “The Cooling World,” which claimed that Earth’s temperature had been plunging for decades due to humanity’s activities. Some of the “more spectacular solutions” proposed by the cooling theorists at the time included “melting the arctic ice cap by covering it with black soot or diverting arctic rivers,” Newsweek reported.

Of course, the big alleged threat hyped in recent decades has been global warming, not global cooling. But the accuracy of the climate-change predictions since the cooling fears melted away has hardly improved.

United Nations “Climate Refugees”

In 2005, the United Nations Environment Programme (UNEP) warned that imminent sea-level rises, increased hurricanes, and desertification caused by “man-made global warming” would lead to massive population disruptions. In a handy map, the organization highlighted areas that were supposed to be particularly vulnerable in terms of producing “climate refugees.” Especially at risk were regions such as the Caribbean and low-lying Pacific islands, along with coastal areas.

The 2005 UNEP predictions claimed that, by 2010, some 50 million “climate refugees” would be frantically fleeing from those regions of the globe. However, not only did the areas in question fail to produce a single “climate refugee,” by 2010, population levels for those regions were actually still soaring. In many cases, the areas that were supposed to be producing waves of “climate refugees” and becoming uninhabitable turned out to be some of the fastest-growing places on Earth.

In the Bahamas, for example, according to the 2010 census, there was a major increase in population, going from around 300,000 in 2000 to more than 350,000 by 2010. The population of St. Lucia, meanwhile, grew by five percent during the same period. The Seychelles grew by about 10 percent. The Solomon Islands also witnessed a major population boom during that time frame, gaining another 100,000 people, or an increase of about 25 percent.

In China, meanwhile, the top six fastest growing cities were all within the areas highlighted by the UN as likely sources of “climate refugees.” Many of the fastest-growing U.S. cities were also within or close to “climate refugee” danger zones touted by the UN

Rather than apologizing for its undisputable mistake after being first exposed by reporter Gavin Atkins at Asian Correspondent, the global body responded in typical alarmist fashion: with an Orwellian coverup seeking to erase all evidence of its ridiculous predictions. First, the UNEP took its “climate refugees” map down from the Web. That failed, of course, because the content was archived online prior to its disappearance down the UN “memory hole.

Then the UNEP tried and failed to distance itself from the outlandish claims, despite the fact that the map was created by a UNEP cartographer, released by UNEP, and repeatedly hyped by the outfit in its scaremongering campaigns. Eventually, as more and more media around the world began picking up the story, a spokesperson for the UN agency claimed the map was removed because it was “causing confusion.”

It was hardly the first time UN bureaucrats had made such dire predictions, only to be proven wrong. On June 30, 1989, the Associated Press ran an article headlined: “UN Official Predicts Disaster, Says Greenhouse Effect Could Wipe Some Nations Off Map.” In the piece, the director of the UNEP’s New York office was quoted as claiming that “entire nations could be wiped off the face of the earth by rising sea levels if global warming is not reversed by the year 2000.” He also predicted “coastal flooding and crop failures” that “would create an exodus of ‘eco-refugees,’ threatening political chaos.”

Other UN predictions were so ridiculous that they were retracted before they could even be proven wrong. Consider, as just one example, the scandal that came to be known as “Glaciergate.” In its final 2007 report, widely considered the “gospel” of “settled” climate “science,” the UN IPCC suggested that Himalayan glaciers could melt by 2035 or sooner. It turns out the wild assertion was lifted from World Wildlife Fund propaganda literature. The IPCC recanted the claim after initially defending it.

Pentagon Climate Forecasts

Like the UN, the Pentagon commissioned a report on “climate change” that also offered some highly alarming visions of the future under “global warming.” The 2003 document, entitled “An Abrupt Climate Change Scenario and Its Implications for United States National Security,” was widely cited by global-warming theorists, bureaucrats, and the establishment press as evidence that humanity was facing certain doom. It also served as the foundation for the claim that alleged man-made “climate change” was actually a “national security concern.” However, fortunately for the taxpayers forced to pay for the study, the Pentagon report turned out to be just as ridiculous as the UN “climate refugees” forecasts.

By now, according to the “not implausible” scaremongering outlined in the report for a 10-year time period, the world should be a post-apocalyptic disaster zone. Among other outlandish scenarios envisioned in the report over the preceding decade: California flooded with inland seas, parts of the Netherlands “unlivable,” polar ice all but gone in the summers, and surging temperatures. Mass increases in hurricanes, tornadoes, and other natural disasters were supposed to be wreaking havoc across the globe, too. All of that would supposedly spark resource wars and all sorts of other horrors. But none of it actually happened.

The Pentagon report even claimed there was “general agreement in the scientific community” that the extreme scenarios it envisioned could come to pass, and reporters treated it as if it were a prophecy delivered to climate sinners by God Himself. However, when interviewed by the Washington Times for a June 1, 2014 article, consultant and report co-author Doug Randall expressed surprise at how often the now-debunked forecasts were parroted. Yet he still defended the hysterical fear peddling. “When you are looking at worst-case 10 years out, you are not trying to predict precisely what’s going to happen but instead trying to get people to understand what could happen to motivate strategic decision-making and wake people up,” Randall said. “But whether the actual specifics came true, of course not. That never was the main intent.”

The first article about the climate report appeared in early 2004, when the report was leaked to the U.K. Observer, under the sensationalistic title: “Pentagon tells Bush: climate change will destroy us.” In a bullet-point summary at the top of the Observerarticle, journalists Mark Townsend and Paul Harris added: “Secret report warns of rioting and nuclear war” and “Britain will be ‘Siberian’ in less than 20 years.” The rest of the article was just as outlandish, going even beyond what the now-discredited Pentagon report claimed. Other reporters took their cue from the Observer article, which in retrospect would have been a hilarious piece of writing if it had not been taken so seriously at the time.

No More Snow?

For well over a decade now, climate alarmists have been claiming that snow would soon become a thing of the past. In March 2000, for example, “senior research scientist” David Viner, working at the time for the Climatic Research Unit (CRU) at the University of East Anglia, told the U.K. Independent that within “a few years,” snowfall would become “a very rare and exciting event” in Britain. “Children just aren’t going to know what snow is,” he was quoted as claiming in the article, headlined “Snowfalls are now just a thing of the past.”

The very next year, snowfall across the United Kingdom increased by more than 50 percent. In 2008, perfectly timed for a “global warming” legislation debate in Parliament, London saw its first October snow since 1934 — or possibly even 1922, according to the U.K. Register. “It is unusual to have snow this early,” a spokesperson for the alarmist U.K. Met office admitted to The Guardiannewspaper. By December of 2009, London saw its heaviest levels of snowfall in two decades. In 2010, the coldest U.K. winter since records began a century ago blanketed the islands with snow.

In early 2004, the CRU’s Viner and other self-styled “experts” warned that skiing in Scotland would soon become just a memory, thanks to alleged global warming. “Unfortunately, it’s just getting too hot for the Scottish ski industry,” Viner told The Guardian. Another “expert,” Adam Watson with the Centre for Ecology and Hydrology, told the paper that the skiing industry in Scotland had less than two decades left to go. Yet in 2013, too much snow kept many Scottish resorts closed. “Nevis Range, The Lecht, Cairngorm, Glenshee and Glencoe all remain closed today due to the heavy snow,” reported OnTheSnow.com on January 4, 2013. Ironically, by 2014, the BBC, citing experts, reported that the Scottish hills had more snow than at any point in seven decades. It also reported that the Nevis Range ski resort could not operate some of its lifts because they were “still buried under unprecedented amounts of snow.”

The IPCC has also been relentlessly hyping the snowless winter scare, along with gullible or agenda-driven politicians. In its 2001 Third Assessment Report, for example, the IPCC claimed “milder winter temperatures will decrease heavy snowstorms.” Again, though, the climate refused to cooperate. The year 2013, the last year for which complete data is available, featured the fourth-highest levels on record, according to data from Rutgers University’s Global Snow Lab. Spring snow cover was the highest in a decade, while data for the fall indicate that it was the fifth highest ever recorded. Last December, meanwhile, brought with it a new high record in Northern Hemisphere snow cover, Global Snow Lab data show.

Blame Global Warming?

After the outlandish predictions of snowless winters failed to materialize, the CRU dramatically changed its tune on snowfall. All across Britain, in fact, global-warming alarmists rushed to blame the record cold and heavy snow experienced in recent years on — you guessed it! — global warming. Less snow: global warming. More snow: global warming. Get it? Good.

The same phenomenon took place in the United States just last winter. As record cold and snowfall was pummeling much of North America, warming theorists contradicted all of their previous forecasts and claimed that global warming was somehow to blame. Among them: White House Science “Czar” John Holdren. “A growing body of evidence suggests that the kind of extreme cold being experienced by much of the United States as we speak is a pattern we can expect to see with increasing frequency, as global warming continues,” he claimed.

That assertion, of course, is exactly the opposite of what the UN “settled science” IPCC predicted in its 2001 global-warming report, which claimed that the planet would see “warmer winters and fewer cold spells, because of climate change.” Ironically, perhaps, Holdren warned decades ago that human CO2 emissions would lead to a billion deaths due to global warming-fueled global cooling — yes, cooling, which he said would lead to a new ice age by 2020.

Ridiculous forecasts have been made by other “climate scientists” who, like Holdren, continue to reap huge amounts of U.S. taxpayer dollars in salaries, grants, and benefits despite being consistently wrong. James Hansen, for instance, who headed NASA’s Goddard Institute for three decades before taking a post at Columbia University, is one of the best known “climatologists” in the world — despite his long and embarrassing record of bad forecasting spanning decades.

In 1988, Hansen was asked by journalist and author Rob Reiss how the “greenhouse effect” would affect the neighborhood outside his window within 20 years (by 2008). “The West Side Highway [which runs along the Hudson River] will be under water,” Hansen claimed. “And there will be tape across the windows across the street because of high winds. And the same birds won’t be there. The trees in the median strip will change…. There will be more police cars … [since] you know what happens to crime when the heat goes up.” In 1986, Hansen also predicted in congressional testimony that the Earth would be some two degrees warmer within 20 years. In recent years, after the anticipated warming failed to materialize, alarmists have cooled on predicting such a dramatic jump in temperature over such a short period of time.

Separately, another prominent alarmist, Princeton professor and lead UN IPCC author Michael Oppenheimer, made some dramatic predictions in 1990 while working as “chief scientist” for the Environmental Defense Fund. By 1995, he said then, the “greenhouse effect” would be “desolating the heartlands of North America and Eurasia with horrific drought, causing crop failures and food riots.” By 1996, he added, the Platte River of Nebraska “would be dry, while a continent-wide black blizzard of prairie topsoil will stop traffic on interstates, strip paint from houses and shut down computers.” The situation would get so bad that “Mexican police will round up illegal American migrants surging into Mexico seeking work as field hands.”

When confronted on his failed predictions, Oppenheimer, who also served as former Vice President Al Gore’s advisor, refused to apologize. “On the whole I would stand by these predictions — not predictions, sorry, scenarios — as having at least in a general way actually come true,” he claimed. “There’s been extensive drought, devastating drought, in significant parts of the world. The fraction of the world that’s in drought has increased over that period.” Unfortunately for Oppenheimer, even his fellow alarmists debunked that claim in a 2012 study for Nature, pointing out that there has been “little change in global drought over the past 60 years.”

Arctic Ice

Perhaps nowhere have the alarmists’ predictions been proven as wrong as at the Earth’s poles. In 2007, 2008, and 2009, Al Gore, the high priest for a movement described by critics as the “climate cult,” publicly warned that the North Pole would be “ice-free” in the summer by around 2013 because of alleged “man-made global warming.”

Speaking to an audience in Germany five years ago, Gore — sometimes ridiculed as “The Goracle” — alleged that “the entire North Polarized [sic] cap will disappear in five years.” “Five years,” Gore said again, in case anybody missed it the first time, is “the period of time during which it is now expected to disappear.”

The following year, Gore made similar claims at a UN “climate” summit in Copenhagen. “Some of the models … suggest that there is a 75 percent chance that the entire north polar ice cap, during some of the summer months, could be completely ice-free within the next five to seven years,” Gore claimed in 2009. “We will find out.”

Yes, we have found out. Contrary to the predictions by Gore and fellow alarmists, satellite data showed that Arctic ice volume as of summer of 2013 had actually expanded more than 50 percent over 2012 levels. In fact, during October 2013, sea-ice levels grew at the fastest pace since records began in 1979. Many experts now predict the ongoing expansion of Arctic ice to continue in the years to come, leaving global-warming alarmists scrambling for explanations to save face — and to revive the rapidly melting climate hysteria.

Gore, though, was hardly alone in making the ridiculous and now thoroughly discredited predictions about Arctic ice. Citing climate experts, the British government-funded BBC, for example, also hyped the mass hysteria, running a now-embarrassing article on December 12, 2007, under the headline: “Arctic summers ice-free ‘by 2013’.” In that piece, which was still online as of July 2014, the BBC highlighted alleged “modeling studies” that supposedly “indicate northern polar waters could be ice-free in summers within just 5-6 years.” Incredibly, some of the supposed “experts” even claimed it could happen before then, citing calculations performed by “super computers” that the BBC noted have “become a standard part of climate science in recent years.”

“Our projection of 2013 for the removal of ice in summer is not accounting for the last two minima, in 2005 and 2007,” claimed Professor Wieslaw Maslowski, described as a researcher from the Naval Postgraduate School who was working with co-workers at NASA to come up with the now-thoroughly discredited forecasts about polar ice. “So given that fact, you can argue that may be [sic] our projection of 2013 is already too conservative.” (Emphasis added.) Other “experts” quoted in the BBC article agreed with the hysteria.

In the real world, however, the scientific evidence demolishing the global-warming theories advanced by Gore, the UN, and government-funded “climate scientists” continues to grow, along with the ice cover in both hemispheres. In the Arctic, for example, data collected by Europe’s Cryosat spacecraft pointed to about 9,000 cubic kilometers of ice volume at the end of the 2013 melt season. In 2012, which was admittedly a low year, the total volume was about 6,000 cubic kilometers.

Indeed, in 2007, when Gore and others started making their predictions about imminent “ice-free” Arctic summers, the average sea-ice area extent after the summer melt for the month of September was 4.28 million square kilometers. By 2013, even on September 13, the minimum ice-cover day for the whole year, ice levels were way above the 2007 average for the month — by an area almost the size of California. The lowest level recorded on a single day during 2013 was 5.1 million square kilometers. By late July 2014, Arctic sea-ice extent was almost at its highest level in a decade, and scientists expect even less melting this summer than last year.

Despite parroting the wild claims five years ago, the establishment press has, unsurprisingly, refused to report that Gore and his fellow alarmists were proven embarrassingly wrong. No apologies from Gore have been forthcoming, either, and none of the “scientists” who made the ridiculous predictions quoted by the BBC has apologized or lost his taxpayer-funded job. In fact, almost unbelievably, the establishment press is now parroting new claims from the same discredited “experts” suggesting that the Arctic will be “ice-free” by 2016.

Antarctic Ice

Even more embarrassing for the warmists have been trends in the Southern Hemisphere. Of course, all of the “climate models” and “climate experts” and “scientists” predicted that rising CO2 emissions would increase global temperatures, which would melt the ice in Antarctica — by far the largest mass of frozen H2O on the planet. Indeed, the forecasts were crucial to many of the other predictions about surging sea levels and related gloom and doom.

The problem for global-warming theorists is that the opposite happened. Indeed, sea ice in Antarctica is off the charts, consistently smashing previous record highs on a near-daily basis. Sea-ice area in the south is now at the highest point since records began — by a lot — and the warmists are searching frantically for an explanation. Some are, incredibly, considering their past forecasts, trying to blame global warming. But the fact remains: Their predictions for Antarctica were as wrong as they possibly could be. Instead of melting as forecasted, ice levels are surging to new and unprecedented heights. As of early July, an area of the southern oceans the size of Greenland is frozen that, based on the average, should currently be open waters. If both poles are considered together, there is about one million square kilometers of frozen area above and beyond the long-term average.

Even UN warmists have been forced to concede that they do not know what is going on or why their “climate models” that predicted melting have been proven so wildly off the mark. “There is low confidence in the scientific understanding of the observed increase in Antarctic sea ice extent since 1979, due to … incomplete and competing scientific explanations for the causes of change,” the IPCC admitted in its latest report. For now, the warmists have simply been trying their best to keep the public from noticing or examining the phenomenal growth in Antarctic ice.

As The New American reported earlier this year, the desperation and denial among warmists was illustrated perfectly in December. A ship full of global-warming alarmists led by a “climate scientist” went on a mission to study how “global warming” was melting Antarctic ice. Instead of completing their mission, they ended up getting their vessel trapped in record-setting levels of sea ice.

Obama Claims

In his second-term inaugural address, Obama also made some climate claims, saying: “Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires and crippling drought and powerful storms.” Ironically, all three of the examples he provided of what he called the “threat of climate change” actually discredit his argument.

As Forbes magazine pointed out last year, the number of wildfires has plummeted 15 percent since 1950, and according the National Academy of Sciences, that trend is likely to continue for decades. On “droughts,” a 2012 study published in the alarmist journal Nature noted that there has been “little change in global drought over the past 60 years.” The UN’s own climate alarmists were even forced to conclude last year that in many regions of the world, “droughts have become less frequent, less intense, or shorter.”

Regarding hurricanes and tornadoes, it probably would have been hard for Obama to choose a worse example to illustrate the alleged threat of man-made warming. Contrary to predictions by global warmists, hurricanes and tornadoes have been hitting in record-setting low numbers. “When the 2014 hurricane season starts it will have been 3,142 days since the last Category 3+ storm made landfall in the U.S., shattering the record for the longest stretch between U.S. intense hurricanes since 1900,” noted professor of environmental studies Roger Pielke, Jr. at the University of Colorado, who last year left alarmists who had predicted more extreme weather linked to alleged global warming silent after pointing out the facts in a Senate hearing. “The five-year period ending 2013 has seen two hurricane landfalls. That is a record low since 1900.” After adjusting the data for trends such as population growth and better reporting, it appears that 2013 also featured the lowest number of tornadoes in the long-term record.

In June 2008, Obama declared: “I am absolutely certain that generations from now, we will be able to look back and tell our children … this was the moment when the rise of the oceans began to slow and our planet began to heal.” He was referring, of course, to his own election, as if he were some sort of savior here to save humanity from its carbon-climate sins. In the real world, though, despite his grandiose and bombastic view of himself as global climate messiah, Obama has no more power to stop the “climate” from changing than his legions of discredited “experts” have demonstrated to successfully predict it.

Also ironically, perhaps, is that there had been no global warming since long before he took office. Worldwide, the disastrous forecasts by climate alarmists have proven to be similarly embarrassing. By now, anybody who follows “climate” news knows that “global warming” has been on what alarmists call “pause” for 18 years and counting, despite ongoing increases in CO2 concentrations in the atmosphere. The stubborn refusal of temperatures to rise (and accelerate) as forecasted by all of the UN’s 73 “climate models” has discredited the models, the UN, and the alleged “science” behind the computer forecasts. Every single model predicted more warming than has occurred, an atrocious record that defies explanation. Even a monkey rolling the dice or a scam artist pretending to read the future from a crystal ball would have a better record, based only on the laws of probability.

Of course, alarmists have come up with at least a dozen excuses for the failure of temperatures to rise in accordance with their debunked models. The Obama administration’s favorite: the theory of “The Ocean Ate My Global Warming.” Last year, the Associated Press, citing leaked documents, reported that the U.S. government had pressured the UN IPCC to incorporate that excuse, for which there is not a scintilla of observable evidence, into its most recent global-warming report.

A Prediction

The website Watts Up With That (WUWT), run by meteorologist and climate researcher Anthony Watts, highlighted the embarrassing record in late 2013 following a particularly devastating year for “climate” predictions. “It seems like every major CAGW [Catastrophic Anthropogenic Global Warming] prediction has failed in 2013,” the article explains, citing a vast trove of scientific data debunking alarmist forecasts. “Regardless of efforts to nebulize CAGW to explain all forms of climatic and weather variation, in 2013 every loosely falsifiable prediction of the CAGW narrative seems to have failed. The apparent complete failure of the CAGW narrative in 2013 could make the most fundamentalist agnostic wonder if Mother Nature sometimes takes sides, aka the Gore Effect.” Perhaps the Almighty has a sense of humor.

Few people would make an important decision based on next week’s weather forecast. When it comes to “climate,” though, the $360 billion-per-year climate establishment is telling humanity that civilization must be reorganized from top to bottom based on failed models purporting to make predictions decades and even centuries in advance. Flawed predictions aside, a great deal of evidence suggests accuracy or truth was never the intent — generating fear to seize more money and power was (and is). Many top alarmists have admitted as much, with some responding to the implosion of their theories with calls for censorship or, more extreme still, the imprisonment, re-education, and even execution of “climate deniers.”

The Earth’s climate has always changed, and very likely will continue to change, regardless of what humans do. What is now clear, though, is that the establishment has no idea what those changes will be.
